Why a fraud? Luffy makes promises too but most of them are just boasting and bluffs is he a fraud too? I mean he promised he would take out Big Mom himself.

Every characters boast and bluffs regardless of them actually accomplishing them or not and Zoro is one of them too. If we are going to call out everyone who don't achieve their promise. Then we are going to have a huge list starting with chapter 1 to 1054.
