If Oda wrote a One Piece Spinoff, what would be the best spinoff series?

While the 2 agencies at times overlap, that is nonsense. The CIA doesn't need any help with muscle, they are more elite than the fbi. If anything they just use fbi credentials to maintain secrecy.
CIA is just an intelligence gathering organization, it is just bunch of analysts in various areas of intelligence gathering field. While FBI is like police on steroids, it has more jurisdiction than just regular police, they have more access to sensitive data, they can work with other agencies such as NSI, CIA etc. And they can work all over the country as a federal organization. If CIA needs muscle, they call the FBI, if they need killers they hire ex-military guys from private military organizations like black water. But CIA itself doesn't have any armed forces to operate.

I would think they would have some armed forces, even for self-defense. That might not be the point you are making?
 
I agree on the yamato part but sanji> jimbei
Only on land if jinbe is in the water I give him the W, and since most of the world is water he has the advantage most of the time. I honestly feel like it would be a stalemate other than the fact that sanji would use more stamina in the air than jinbe would in the water so jinbei outlasts sanji plus sanjis fire won't do much underwater.
