Depends. Anyone can train Haki but not everyone has an equal talent for it. BB, for example, has top-tier potential but he couldn't make it to the top without the devil's fruits. Big Mom doesn't have good compatibility with CoC even though she's born with it. Kaido and Big Mom are physically more gifted than even Roger and WB but they don't have the same level of potential as them. Although not as physically gifted, the admirals have an impressive skill set and are all-rounders, unlike the Yonko.
