Luffy matched/beat Katakuri with a single powerup/transformation.
Instead of that powerup, Luffy had Law use his ultimate technique on Doffy.

I think Kata is the stronger character, but that doesn't change the fact that Doffy is closer to Kata than to the likes of Cracker.

Pica couldn’t create earth.

The conditions for being a logia are that you can:
1) create an element
2) manipulate an element
3) become an element

If a fruit user fails to do any of 1)-3) then they’re not a logia.
