Nah, that was just Oda trying to hype Sabo a bit. Dragon is still world's "most wanted man", "most dangerous criminal" and whatnot. You can't surpass that infamy with a single action which probably didn't even happen that way (Cobra was killed by WG and they framed Sabo as a cover-up). It's a setup for Sabo getting some ridiculous bounty increase, and to be recognized as a threat on his own, but Dragon is still on the top.
Must say that GBs DFs is becoming one of my favourite DFs introduced post skip after this chapter,lets see what Oda has in plan for him and Momo....
It looks like Shanks and co were only shown because of that upcoming shity movie,we probably ain't gonna see them again soon in the manga,hope that I am wrong.
To me the best thing of the chapter is that Oda is introducing chinese zodiac marines,hope that Oda will use them against the weaker SHs in the final war when they face the WG,also its cool that CDs personal army is thrown into the mix,more enemies the better.
Sabo became a big shot and the face of the revolutionaries,was expected given that he had the similar potential of Ace and Luffy...we can expect big feats from him down the road.

The Revolutionaries are insane. Only 3 of their Commanders and Sabo and they raided Marejois successfully and saved Kuma and probably have Bonny on their side.
All without their main leader Dragon. One of the best feats in OP so far
Akainu being anti Sabo Luffy and Dragon as well is even more hype.
