The most exciting part is finding One Piece, not Final War.

''If Luffy can set sail from Wano safely, there will be developments on a global scale, a thrilling story the likes of which no one ever read before, I will draw 'the greatest battle ever' in OP history.''
So Oda basically confirms, that ''final battle'' vs. Government that some people were dreaming with finding One Piece, could be happen right after Wano, because you can't have the greatest battle in OP history on a global scale without government involving it directly.
Why the greatest battle ever will happen on a global scale after Wano?
- Shichibukai are demolished, and they are already in war with government. Former Shichibukai Buggy even rise to power somehow when government was trying to arrest him, another L for the government.
- Revolutionaries made their move by saving Kuma, and people started to worship Flame Emperor Sabo, who fought against 2 AdmiraLs and didn't lose. Government needs to make a move vs. Revolutionaries.
- Revolutionaries already declared a war vs. Government.
- 1 AdmiraL went to Wano, and if AdmiraL fail, then Government will lose even more face once again, which will force government to make another move.
- Luffy already become Joy Boy and government learned it, that is another sign. They even sacrificed ''one of their best agent'' for preventing this, but they still failed. Now they need to make another move.
- There are some cracks inside of the government, due to either betrayal or they are being incompetent, they published Luffy's Joy Boy wanted posters when Gorosei said otherwise.
Oda also previously said that Luffy's main opponents are Shichibukai and Yonko,

He never mentioned about the Government forces will be Luffy's main opponent at any point.
This means, either government forces will be handled in a great war before finding One Piece, or that 1 Yonko will side with the government, maybe Blackbeard or Shanks, and Luffy will defeat them while his allies and Revolutionaries handles the Government forces. There is also Yonko Buggy's forces, since his forces were significant enough to make him a Yonko, his forces will definitely a problem for the government, and Buggy definitely wants to get rid of government as they double crossed him by removing his Shichibukai title.
But then who Luffy is going to fight for finding One Piece? Blackbeard or Shanks?
