So again there are a few people that can usee water jutsu without a water source. However the amount isn't alot that they can perform. The only ones that single handedly perform large amounts of water in their water jutsu without a water source are

Kisame

Everyone else had low quality or amounts and this who did it in the war had to combine all of their men using the justu together to even perform a big wave of water
