I have Imu ranked above Kaido, but it's only because I believe Imu has the Immortality Surgery and cannot die, and also has some ridiculous hax abilities. In terms of raw power, Kaido is still the strongest in the verse.
Generally, when Zoro is sick/about to die, he unleashes his most powerful attacks. Zoro unleashed Dead Man's Game into Kaido, and Kaido only got a scar from it, and didn't seem limited at all afterwards. Green Bull commented on how strong Yamato's Haki was, while Kaido didn't even seem pushed by her.
While Waido gets his hype again,the whole Chapter sounds like a promo for the Movie.Shanks´ hype seems super forced in order to bait the people into the cinema.And GB were totaly useless in Wano.What was the point to bring him here?

When it goes against his agenda, powerscaling in One Piece does not exist. Otherwise, he'd even say that Orochi is the best and number 1 powerscaler in the verse. Yes, Orochi, the man that had never even left Wano in the first place and hasn't seen what a single Admiral can do.
