And Greenbull did not talk about the Admirals alone, he said that Kaido's presence kept ALL enemies out of Wano, including other Emperors. It simply takes too much resources to invade Wano and the Navy cannot put their all into this since they have to keep Order in the entire World. And they were doing business with Kaido anyway through Joker.

How is possibly weakest Admiral needing possibly the Strongest Crew in the World & Shanks to threaten him for him to back off an L for Navy Boys?
