This man believes it took 3 supernovas to defeat 2 emperors and he rationalizes that Luffy Kid and Law are equally strong.

But consider how everyone believes pirate alliances end with betrayal, Ryokugyu probably figured that kid and law and their crew would be happy to allow Luffy to get murdered and captured.

Because realistically, Luffy and co would be in the process of recovering from said battle, just like the Beast Pirates were. They wouldn’t be at full strength, so it’d be easier pickings.
