The WG doesnt know they just know 2 yonkos were defeated by 3 people so they shared there bounty equally

Kidd and Law got that for actually beating an emperor, sharing credit with Luffy.

Blackbeard not only is a power house, but also killed Whitebeard in the end, and caused a massive shit show in Marineford and Impel Down on top of the payback war.

I think Raylieghs bounty being closer to Blackbeard's range as opposed to Luffy's current range makes more sense.

Even considering he is a legendary pirate, I think 2.5 billion is more than enough to justify everything for Rayleigh.
