it clear that Oda made a clear decision for Wano to point out Luffy&Zoro. This word are coming form the next shougun aka leader of Wano. Usually should be just Luffy and the rest due to be the protagonist for this manga. Just think, what the point in pointing out Zoro when he is a member of the strawhat? Woudnt make more sense for Momo to point out Luffy&Law&Kid? nah didnt happen he put even this 2 into the cathegory rest....so yeah Luffy&Zoro are the main duo for Wano.
