Yo. So much respect for actually paying attention to how the bounty system works. People make up so much weird shit.
Shanks is super powerful, has a super powerful crew, but doesn't cause problems to the WG, acts peacefully most often, and doesn't try to rob people randomly, as far as we know.
Mihawk is super powerful, has no crew, and doesn't cause problems either.
Mihawk won't have a lower bounty because he's weak, it's because he has no interest in being a Captain of a pirate crew. Mihawk is on Shank's level, IMO.
