The Shanks part was supposed to happen last year, but as usual Oda messed up his pacing, so I think he just decided to have him come to Wano so he can accomplish both story development and advertisement
In my head canon his original plan was to just show the situations around the world in usual op style, and Shanks would be one of them, maybe already dealt with Barto and we get the “it’s time to go for one piece” scene

Too much trust in Oda.

Movies have been shown to boost manga sales. I want to believe this was always in the works but the ways it’s executed is so bleh that I’m almost certain that Oda forced it to build hype for the movie.

The timing is way too coincidental. He’s meta story telling which is really bad.

I believe the pacing got messed up due to the 1000th chapter nearing. Oda had to do something special for this and may have drop/rush/abandoned story line beats.

Film Z is god tier.

It featured an ex-admiral as an antagonist before Oda ruined them for the red snitch, of course it's god tier.

I am not sure since I don't know how Carrot is in the anime.

However he does know about Carrot since before he cared about the show I would give him updates about the battle for nakama going on in Wano.

Though he just heard about Carrot.

I've been trying to plant seeds throughout the series but he said why does the crew need a lookout when Usopp already does it + other members as well...

If we make it to Wano he'll be Yamato4Nakama if not both.
