It's impossible for Blue to beat Cynthia.
He reigns only inside gen1. Even gen3 he gets massively nerfed by the addition of dark typing.
Not physical/special split, so electric moves, if he had any, wouldnt do shit against Milotic's bulk and SpD.

At the time, the concept of "cover up moves" wasn't a thing when designing the battles.
But I think Cynthia is only hard due to her Garchomp and people not taking weavile.
Weavile with night slash and ice punch fucks her up too much.
Roserade gets fucked, Garchomp gets negged, Togekiss says "sayonara".
For gen1 blue, you either had a Gengar outspeeding him, which wouldn't even be that good, since ghost type moves were physical, so gengar would hit like a wet noodle and get obliterated, or you get fucking blown into oblivion.
