No, that's called a plot hole. Oda was a consistent writer over the years. He always planned and executed his story/ arcs very well, with negligible plot holes. This arc's ending is catastrophic. Really really bad.

I do agree this arc leave a lot more things open than other arcs so does effect the ending of the arc.
