I will only use western because it's a little easier. 5 good examples should suffice:
Lúcio Cornélio Sula, Darius II or Darius the great, Hattusuli(hitite king that created the empire), Hatshepsut (only female on the list and impressive because she was able to supress TuT III), Tutemosis III (expanded the egyptian empire and create such richess that allowed the explendor of the reign of Amenhotep III) and Lucius Verus.
I could have choose some other people with better reputations like Augustus or Marcus Aurelius, but those are nice because they are good examples of pragmatic rulers that did what was needed to their countries even if harsh later.

Using long dead rulers of the past is a very bad idea. We don't even know if all the info we have about them is correct.
 
What about libertarianism? Only in a private law system without a monopoly on violence does every human being have the same rights to freedom and the protection of his life. Also, democracy, which translates to "rule by the scum" (ancient greek: laōs = people, dēmos = scum), means that I always have to bow to the decisions of the majority. I think that's wrong.
Without a monopoly on violence you can't have nations or governments. Overall, even in modern democracies you don't bow to the majority. You bow to the decisions of the idiot that the majority choose.
The most we can do is limit the power of those idiots and create checks and balances to this power but it does not change much. That's why I said that education should be the priority, but what I actually meant was critical thinking to evaluate the candidates.
