Oda's made it clear from this chapter that Wano is still broken. Nothing has really changed.

Orochi was right: the hatred of the Kurozumi will continue to burn, until Wano stops being a crazy-ass racist, One-Piece-of-shit country.

Wano isn't actually over. This chapter confirms that for me. Oda's... made questionable decisions, but I don't think he'd end an arc saying persecution is okay after Fishman Island. I hope he won't, at least.
