If what you said is really the case then luffy should have more bounty than law or kidd and xebec should have highest bounty ever in records with so many top tiers in his crew. But instead roger and WB became the 1st and 2nd highest bounty ever in OP. Crew and Grandfleet will have influence but it's only like 1 or less than 1 billion as we go high up in bounties. Shanks also doesn't have greater bounty than kaido but kaido placed him with roger,WB,Oden(and we didn't get to see oden's last bounty.
