Its simple. If the marines had to dispose 2 Admiral to catch anybody because only one is not enough, its not something that benefits them. Firstly they lose face and second maybe in the attempt one Admiral might get killed which is a huge loss for WG/Marines.

So its better to invite your "enemy" to join you, give him a pardon and let him free killing whoever he wants.
