This chapter confirms (wasn't needed but still) that Mihawk is Yonko level without a crew. Is the World's Strongest Swordsman. Can lift any crew to Yonko level if he joins. Is also considered to be more skilled in swordsmanship than Shanks.

This chapter is very strange.

I'm afraid they are killing Mihawk's character. He is seeming like a pussy to me. He wants to live peacefully? What? He is overreacting about Buggy being his leader...

Well that chapter makes clear that Yonkos are not necessarily the ones with biggest bounties. So Dragon having a higher bounty than Roger is still possible.
