Then why is Mihawk talking on an individual basis and comparing crews to him, he’s talking power to power obviously 1 for 1..
No. What Mihawk meant was it is already hard to surpass someone as strong as him individually, what more of becoming a Pirate King which one needs strong crew to fight other crews. This is why Mihawk said Luffy's ability to turn people around him his allies is the most dangerous ability.
 
He doesn't make them 100 percent direct, but if you read the dialogue of Branew, he set Saint Shanks as the Gold standard.

The misconception is that "Buggy Rivals Saint Shanks"

Then he turns around and says "Mihawks Swordsmanship surpasses Saint Shanks swordsmanship."

One is thought to rival Saint Shanks, the other surpasses his swordsmanship. Not one Rivals Saint Shanks, and the other surpasses him.

Oda explicitly added the Swordsmanship bit in there, right after a direct strength comparison.
But how is supposedly "rivaling" Saint Shanks getting Buggy a lower bounty than surpassing Saint Shanks' swordsmanship then? Lol.
