No, Oda was talking about exactly the same Doflamingo that we already have. So if he was in Wano, then it'll be Law who'd be adjusted to Doffy level, not the other way around.

And who says Roger wasn't a swordsman? This chapter legit confirmed Shanks as a swordsman. So fighting like Roger isn't gonna change anything when Roger too is a swordsman. Mihawk isn't the WSS in Roger's time.
Ignoring all the talks about swordsmanship, they literally called Buggy a rival of Shanks and then gave Mihawk a bigger bounty than him when he's supposedly the subordinate. Being Roger's student and Shanks' rival on top of being Mihawk's own boss isn't enough to consider him a bigger threat than Mihawk. That should settle the entire debate in all honesty. It takes Beetlejuice-level intelligence to not see the obvious implication here.
