Problem is that, IMO, Oda dropped the ball pretty hard with this "corrupt Sanji" and RS plot.
Chickening out and saying Queen was the one to hit Osome....yikes...
Besides, there are a few things to consider. The reversed eyebrow was probably a visual indication that Sanji was "transforming".
But in the last SBS Oda said that seeing Chuji basically stopped him from being taken over by the Germa modifications. He loses consciousness and, next time we see him, his eyebrow is back to normal.
So maybe its "coming back to normal" was just to indicate that the Germa tech didn't take him over.
And, is that's the case, it probably means we will never see the full transformation, including the Black Hair.
But I'll persevere.
