• Luffy with a way bigger and stronger crew has the same bounty as kid and law
• Luffy with wano and likely other countries that were at reverie has the same bounty as kid and law. Unless you think hes gonna get another bounty update in a few chapters
• Luffy that has fucked with the world government significantly more than kid and law has the same bounty as them
• Luffy with a yonko title has the same bounty as kid and law

The reason blackbeards bounty is so low despite how strong and dangerous we know he is is because he has no feat/accomplishment actually showing off how strong and dangerous he actually is
Teach's biggest known accomplishment is him defeating the whitebeard pirates during the grudge war. His bounty being based only on what the world government actually knows

Take cross guild away from Buggy is he even worth 200 million.
