Also, the bottom one is the art style of Katsumi Ishizuka, someone who has worked on the series over the course of 20 years and at some points was pretty much the face of the art direction of the series, being the animation director for Openings during Thriller Bark.
Yes, his style has evolved over the years, but I'd hardly say "more cartoony" is the way to describe the evolution of Ishizuka's style.
Not to say more cartoony is bad, but the top image is definitely more "cartoony" with its proportions. Look for example at how big the eyes are in comparison to the bottom image, or the length of Zoro and Sanji's necks being much longer in the top image than the bottom. So again, what are you talking about???
