Still don't really get why Blackbeard would single out Hancock's fruit as the one he must have now. It is an OP ability but it's also extremely dependent on the attractiveness of the user. His crew is a bunch of fugly bastards so who was he planning on giving it to?

It's not.
During some SBS or whatevert, Oda said that it just depends on the target having any kind of strong emotion towards the user.
If Kaido had it, people who feared him would be turned to stone, was one of the examples he used.

For Hancock, it's horny.
For someone else, it's something else.

Why is he stronger? Nothing stops Rayleigh from being stronger than Shanks or Shanks stronger than Rayleigh. We got the confirmation that Prime Rayleigh was stronger than the current BB, so if BB beats Shanks without a power-up, which is what the other guy's talking about, then that means Rayleigh was stronger than Shanks. It's that simple.

1. Teach can use COA afterall. It was a common theory going around that Teach can also neutralize haki including his own

2. COA doesn't stop Hancock from turning you into a stone, and even top tier Teach is at risk.

3. Yamato chose to stay behind because of the threats that can enter Wano(only realizing this cause of Shanks' haki) which makes that quick panel of her saying she's staying to live like Oden even more terrible. Why not the pointless contradiction?

4. Rayleigh's haki seemingly scares Teach but we need the panels. Oda didn't mention Ray and Shanks' COC in the same light for nothing

5. New pacifistas do indeed seem broken, given how they could make Teach go wtf

Unless it can replicate replicate Mihawk's swordsmanship skills, strength and haki power it won't be anywhere near his strength. So far we have never seen anyone clone haki powers.
