Well, thinking a little about world building it is safe to assume that the One Piece world is under a period of recession+inflation after the events of reverie? Looking at the state of the world warlords have escaped free, marines are under threat and being hunted for bounties, the revs got a huge amount of followers and 2 leaders fell.
It's safe to assume that the amount of commerce should have diminished causing the inflation is sky high in some places, meaning that the prices of goods and things are higher.
So the new bounties should be the values adjusted to inflation. That also helps to explain why BB bounty increased without doing shit.
Inflation also helps explaining why BB cared so much about a fodder like luffy and why Ace's bounty was so low for a #2 pre-ts.
The 2 year timeskip made some active pirates bounties double (inflation) and people like Jack get 1b.
This also means that if Roger was a pirate in the current time is bounty would be way over the 5b and closer to 10b or some shit.

Just like every official or unofficial source, including Manga, puts Zoro as closest to Luffy's RHM/VC and Sanji not even once- not even remotely once. Just like how Oda explicitly draws everyone and their mother mistaking Zoro for VC and Sanji not even remotely once even when he had higher bounty.
