Its also because BB couldn't get his 2 important commanders back without Rayleigh making that deal, because they specifically said they couldn't get his men back even if BB killed Hancock.

Agreed. But her not using it also doesn't prove that she does have it. This was a fire situation to use it if her fruit didn't work and she was caught.

That is also true. However, the implication that she has it doesn't come from her not using it. It comes from her having Ryou and COC. By virtue of having ryou, it means she can flow her COC as well.
True that the situation did demand but the fact that she didn't even use COC nor COA to guard herself makes it suspect...unless we are to conclude she magically doesn't have her COC and COA.
