Many people thought Vasco Shot was a Fishman. From the latest chapter we know that he wants to copulate with Boa Hancock. I don't think any of the Arlong Pirates ever showed sexual interest in Nami. I don't think many Fishmen are into humans. So Vasco Shot is a human, he looks weird because he abuses alcohol. Whatever he has on his neck, those are not gills.
