Actually the Shanks boys made fun of Akainu for not attacking when he was getting berserk right before that.
We kept telling them that marines are a pure hierarchy and that they don't act without direct orders from their superiors even if said superior is supposedely weaker in strength but they didn't care and kept talking shit.
Ofc there are some marines who do as they please (act more like pirates than soldiers) but they are very few and are bound to become allies with the SHs in the final war.
Smoker is a good example of a ''piratelike'' marine.
