Maybe the idea of having 5 fake leaders was to fool the world into believing that there is a democracy. So no one aspires to be "King" and all thinks that they are in same play field. Do not just rush into any conclusion yet. Lets judge this after we read his/her story.

It's to give the Countries of the World a false sense that they actually have the freedom to be Independent, under the guise of being "affiliated" with the World Government.

The Celestial Dragons/Gorosei/World Government act under the pretense that they are a governing body, and the decisions made across the World are of a collective decision amongst them.

In reality it is one man/woman ruling over everything, and the entire World is none the wiser. They believe there is some kind of Worldwide Democracy going on, when in reality, it's a Worldwide Dictatorship......

The Greatest trick the Devil ever pulled, was convincing the World he didn't exit..... That's Im.....

IMU need sabo to die to keep his secret safe . But then dragon and revolutionary people already know someone sit the throne , amd they will spread the message sooner.

When a regular citizen is weak compared to someone like Kuma, who in turn is a slave to a Celestial Dragon, while Celestial Dragons and Gorosei are slaves to Imu, then i think its not Imu being a coward. It's that no one in the world is worthy of even being in his presence.
