I think Oda cares about shock value more than anything else, and pandering to millions of people who all expect something to happen in unison is the exact opposite of what Oda is known for. Lol

Writing a fanservice filler film where a series of nothing events happen that reinforce Yonko > Admiral in the mind of your average low IQ OP fan while Shonen Jump holds your wife and children at gunpoint is one thing. Actually making the Yonko stronger than the Admirals in the canon manga is another. Lol
