Aren't CP0 fully known as CP Aigis 0? Aigis or Aegis is the Shield typically used by Athena and Zeus.

So they are effectively, the WG swords and shields.

Note the distinction. Sword works for the Marines, Shield works for the World Government and Celestial Dragons, completely bypassing even Akainu. This could be one of the fault lines between the WG and Marines. Maybe Cipher Pol cooperates very poorly and does things the Marines don't agree with so they developed their own spy organization.

He didn't attack the base HQ of WG itself. It is not same thing attacking Marine ships n escaping and threatening the lives of WG itself. Kizaru was hell. Bent on ending the lives of SNs in Saboady for Luffy merely punching a WG noble.
