Roger trusted the kid to him cause he knew that even though Garp was his enemy and a marine, Garp didn't belive a child was responsible for his fathers crimes. And also maybe Buggy and shanks when they were kids might have been found by Roger and Garp in god valley. Friendship has almost nothing to do with it.
