We don't even know if Roger and Garp fought Rocks together. All we know is that they made an alliance to defeat Rocks Pirates like how Kid, Luffy, and Law joined hands to beat the New Rocks Pirates. We don't know who fought who. Besides, there is a difference b/w "two top tiers fighting one top tier" and "one top tier needing two top tiers" to be beaten. Law and Kid had to exhaust all of their options to beat Big Mom, they didn't join hands to earn a convincing victory like Sengoku and Garp against Shiki, for example.
