Oda made sure to imply Rayleigh couldn't beat BB even if he tried just so we won't go around dehyping BB IMO. BB backing off from Rayleigh just means we haven't been respecting Rayleigh enough until now.
Nah.
BB has always been a "prep time" type of character.
- In Jaya, he was planning to take down a 100M+ pirate to use it as leverage to be nominated as a Shichibukai. Failed to capture Luffy due to big water stream, but later captured Ace. Gets nominated as a Shichibukai. Prep time W.
- Later uses his Shichibukai position to gain access to Impel Down. His crew got shitted on initially by Magellan, but his deal with Shiryu worked. Managed to get out of there with notorious criminals. Prep time W again.
- Goes to Marineford to finish off WB. Gets shit on by a near-dead WB still, alongside his crew. Needs to appeal to WB's soft heart for him to hesitate and BB finish him with his crew. WB still manages to make a speech after a barrage of shots anyway. BB looks like a fucking clown here. Big L in favor of hyping WB.
- Gets the Quake fruit and starts wrecking havoc. Big W......aaaaaaaaaaaaand immediately gets stopped by Sengoku.... literally just gets hyped as having the most dangerous logia, alongside a marineford hyped quake power, only to get stopped on his tracks by a Sengoku that couldn't put down a rookie Luffy that was right in front of him. A W with a taste of L.
- Leaves after being confronted by Shanks, saying they weren't fully prepared at the time. A smart move here. BB is not some "honor suicidal" moron. Left with his new crewmembers and new power. Big W.
- Captures Bonney in order to exchange her for a new ship. Run away from Akainu leaving his hostage behind. Gonna give him the same excuse as not fighting Shanks. Wasn't fully prepared for it. Not a W, but also not a L.
- beats down Marco and gets nominated as a Yonko. Starts hunting abilities to feed his Titanic Captains. Conquers a bunch of WB old territories. Big W. His plans are turning just fine.
- Goes for Boa's power. Completely subdues her and is even willing to sacrifice 2 of his TCs to get her powers. Big W......aaaaaaaaand gets scared of an old dude who even admits later on wouldn't stand a chance against current BB. There goes the W. Went to Amazon Lily and came out of there with nothing but a captured Coby and the humiliation of running away from an old geezer. Literally the same thing that happened with Akainu two years ago before he was a Yonko and had time to hone his abilities.
- Ambushes a single-member carried crew with some extremely troublesome TCs. Burgess with physical power, Van Augr with marksmanship and an EXTREMELY troublesome ability (just look at how versatile Law was with his Shambles during the story), and a gimmick annoying Doc Q that can make people sick instantly. W or L here? Law single-handedly being able to hold his ground against these enemies is nothing short of a L for Teach, who, at this point in time, should be nothing but one of the most dangerous menaces in the OP world. After all, he needs to be a threat against a Godlike Entity called Jesus....i mean, Luffy.


Being realistic, Law should straight up DIE here.
Van Augr's ability should completely negate Law's ability to escape. And, for a Yonko who's known for hunting powerful abilities, he just hit the freaking jackpot, as Law's ability is probably the most broken shit in the story so far.
Anything but that is purely hyping up Law in detriment of BB's portrayal as a real threat to the protagonist later on.
