Obviously Morgoth is much more powerful, I asking based on them as antagonists.
And I answered with Morgoth.

Him being more powerful, the man and elves lived in fear. He had armies of Balrogs and Dragons at his disposable.
The istari went to Middle Earth because they did not want another Morgoth. So they sent the 5 elders for Sauron.

That kinda antagonist as your villain gives you tons of dread, and what they are going to do.

And like I said, he created Dragons.

Well Tolkien stated Sauron surpassed Morgoth at one point, the ring amplified Sauron's power and Melkor diminished himself over time, though was still more formidable than most Maia.

Tolkien said:
Sauron was 'greater', effectively, in the Second Age than Morgoth at the end of the First. Why? Because, though he was far smaller by natural stature, he had not yet fallen so low. Eventually he also squandered his power (of being) in the endeavour to gain control of others. But he was not obliged to expend so much of himself. To gain domination over Arda, Morgoth had let most of his being pass into the physical constituents of the Earth – hence all things that were born on Earth and lived on and by it, beasts or plants or incarnate spirits, were liable to be 'stained'. Wano might be a weird arc in retrospect.

In Naruto the power progression varied a bit, like you have an established level for the Pain arc and then a power level decrease for the 5 kage summit (no one there was as strong as Pain or Sage Naruto).

I wonder if the power level post Wano might be lower for a few arcs lol

He was beaten by Gil Galad & Elendil in a 1v2, so his form can be destroyed but his immortal soul will reconstitute elsewhere.

LOTR ain't really made to powerscale tho, cause you have Melkor being able to hold the equivalent of three burning stars in his hands and Sauron with the Ring is not too far off from this Melkor.
I really like the deleted scene where the Witch King of Angmar (one of the most metal names of all time) breaks Gandalf’s staff even though this scene is pretty much canonical bullshit as even Gandalf the Grey would probably defeat the Witch King, let alone GAINdalf the White

But I like that Jackson at least conceptualized the Witch King as an enormous threat, even if the scene was deleted

IIRC The Witch King was at his greatest at that point in time but yeah, I could never believe that he'd be capable of that. Wasn't it like, 7 of the Nazgul against Gandalf at Weathertop and Gandalf held them off until dawn?

For the movie it's fantastic, the Witch King represents Sauron and his malice and seeing Gandalf of all people getting one upped is perfect. Such a cool character too.
