Not really the fact that Shanks is wary of his strength from an old scar while he was having legendary duels with Mihawk means his base stats were always strong. He was simply waiting for that specific fruit to unleash himself.
Mastery over the Gura doesn’t grant him as much power as you think. He had a month too and it’s not really a tough power to use as he already had Whitebeard level gura feats back in Marineford.
