I think the saddest will be Robin since she will miss the love of her life and the happiest will be Sanji as he will regain his no 3 spot

Happiest? No one since I doubt anyone despises him.

Saddest? No one. There will be a mass amount of people just sad about the fact.

There is a possibility that Arlong would be the saddest but it would have to mean he's not a villain anymore and turned somewhat good/neutral and understood his fuck ups.

Now that you mention him, we never got to see Arlong's reaction to Luffy's 30 and 100 mil bounties?
I guess for 30 it would have been to soon since he got it after defeating Arlong. But it would have been neat to see Arlong's reaction to the 100 mil one, or the newspaper when Jinbe joined the crew or smt

Prisoners can still sometimes get the newspapers from guards like Doflamingo (tho he did ask for it specifically)

I think Doffy got a special treatment because he's a former Celestial Dragon and a Warlord but you could be right about prisoners getting newspaper as long as they requested for it.
