They don't need to have stronger haki just enough to not let Law doing it.

Smoker and Vergo didn't had stronger haki than Law but still prevent him from doing what he wanted freely. Smoker kind had to be got off guard(not surprise or sneak attack) to be defeated while Law truly overcome Vergo haki. Hard to find a logic in this but it is what it is.
