Fuji only went to DR because of Luffy and law and precaution of Undergorund people causing trouble.
It wasnt because of Doffy alone.
Fuji didnt even do a thing in DR, that tells you how Doffy Law Sabo Luffy combined were never a threat to Fujitora (an admiral)

Admirals are only summoned for A war vs top pirates : Shiki WB Roger Kaido BM BB Shanks...
