I think he got smarter. Being smarter can make a difference in a fight. His arrogance made him lazy and he relied almost entirely on tactics, tbh I doubt he really even had an actual fight since he took over arabasta or not long after he started baroque works (which ever came first)

Tbh i don't think crocodile could even gauge his own power during arabasta BC he was that outta practice
Not just that; remember OG Crocodile canonically fought Primebeard. And non canonically fought someone = Prime Rayleigh to a draw.

Crocodile in Alabasta was a broken version of his past self. He’s changed since then. The Baroque works break out Cover Story showed that.
 
Yeah, but back in alabasta crocodile didn’t want any water. Now he’s fighting warships in the middle of the ocean.

Back in Pre-TS, Haki wasn't even introduced so Luffy needed an actual counter to deal with Crocodile's logia powers. Maybe elemental advantages would work for weak logia users relying too much on their DF, like Caribou, but Crocodile was hardly inexperienced. It's the contrast. Crocodile possibly has awakening as well.

But now that Haki was introduced and fleshed out throughout the end of Pre-TS and current Post-TS, there's no need for Oda to draw massive situations of match-up depending circumstances when it comes to logia users.
Each logia user will have an answer against attacks holding an elemental advantage over theirs. The answer will mostly be Haki anway.

So now that Haki is there, people don't always have to rely on water to even hit Crocodile but it's also vice versa since Crocodile doesn't have to lose against characters using water on him. He should have tools to deal with water based techniques as well. Otherwise, Jinbe would simply neg diff him with some water sources - this can't obviously work. Warlords aren't and shouldn't be that easily replacable.

you're overthinking too much neither did his abilities grow nor did he got retconned, crocodile is simply confident enough he can win even while fighting on warships next to the sea,that's all there is to it.
 
Not sure Vegapunk might actually be a genius if the technology is actually from the past and sold as cutting edge technology.

Wouldn't surprise me if the WG was in posession of technological knowledge this entire time and just pretend its new discoveries.

Which would mean, they do require someone as a puppet who can merely act as a super genius who invented all this stuff himself.
