from the hints we have, it seems that Vegapunk is an Ohara survivor, we know that he is an old man, so he probably is Dr. Clover, & since Dragon is connected to Vegapunk, I assume that he probably saved him, he saved Clover, then Clover put bandages on his face to hide his identity and his burn marks, which could also mean that the person with burn marks that Kid was referring to is Vegapunk, but all Kid knows is that Vegapunk has burn marks.
