Who's Who thought he could face a Calamity but he didn't actually back up his confidence. He gave Jimbei a decent fight but the difference between them became more apparent as it continued. Jimbei's bounty doesn’t change Who's Who performance especially since Who's Who was wanted for reasons other than strength and still only had 546 milliom compared to Queen's 1.33 billion. Plus Jimbei was a former Warlord that officially joined up with an Emperor crew as a Commander.

Overall, Queen has better feats and hype. Who's Who had decent hype but his opinion of himself wasn't consistent with reality and Luffy or any of the Calamities would've shown him what's what like Jimbei did. Not sure why Queen's being singled out to be honest.

Who's Who vs Jinbei was a weird fight, because it made both characters look weaker than they really were.

Who's Who being a Lucci-could-have-been, when Luffy already been Lucci, made Who's Who look weak, along with the fact he didn't do much damage to Jinbei, even while having numbers on his side most of the fight.

Jinbei looks weak because Who's Who has no feats: he lost to Shanks's crew, then got bodied by Jinbei. No way to scale him, doesn't do anything for Jinbei.

Oda should have given Who's Who a win against a strong character to prove he's actually strong.

I think Who's Who is much weaker than Queen, but close to Jack's level. Who's Who has good speed: he could dodge Jack's attacks pretty easily, but dodging Queen's lasers would be a lot more of a problem.

I think Jinbei's Raise is caused by not only beating Who's Who. It's also because he reportedly "be able to run away" From Big Mom Pirates full force attacks. And yes, a re-activate bounties after the shichibukai.
It would be that 3 aspect at the very least.

Jack fought the entire mink tribe and survived tho. Yes he did it with an army, but the minks eventually beat his army and couldn't put down the one man standing - Jack. I don't think Who's Who is a match for him at all.

And again on rooftop took out sulong minks, got take down by Inu/Neko in their sulong temporary, and again fought Inu later on till he found the opportunity to turn into a sulong to finally beat Jack. Fail to see a F6 matching those feats.

No, but he is indeed very skilled and dangerous... Like the fact he can damage Haki users (so it's needed advanced Haki to protect against him).

Maybe he just needed more strong Haki or at least a very good CoO.
