It's just the way Queen referenced it. He said it after the Tobi Roppo, and since he did kind of go in strength order, it implies they are.

But, who knows, they could be their own special group of monsters that range in strength. If it goes from 2-10, 10 could be near Jack level while 2 could be weaker than Tobi Roppo. Idk

He called Tobbi Roppo > Numbers > Orochi's Men > Big Mom's kids. So no it's not strength.

Clearly after Numbers he's talking about people outside of his crew so no lol. Before this is clearly power order with Waiters, Pleasures, Gifters, Shinuchi (Headliners), Tobi Roppo. Logically Numbers after this could specify they are stronger. After THAT is just referencing Orochi and Big mom as guests outside the crew.

No, "Queen" is not a rank, it's the name Oda gave him to fit the card theme. He has the same rank as King and Jack. It was the same with the Sweet Commanders, Katakuri's rank isn't "1st Sweet Commander" or something, they all had the same rank and Kata was just more respected because he was the strongest and the oldest among them.
