The concept is not a gag, they're still yonko rivals.
That was our viewpoint in the beginning because Roger is a mystery, now we saw the flashback & vivre card.
Garp could also be stronger than Roger if we factor in Roger's pk crew, and Garp was the one who cornered him but never stated the other way around.
They nearly killed each other 10s of times by Roger's mouth.
The whole world knows Garp cornered him multiple times I showed the panel
And Roger 12 years after arriving at Lodestar and 2 years before reaching Raftel, seconds away from stalemating Whitebeard still called out their names. I showed panel

That's just my opinion and my take on power levels. Evidence wise @SakazOuki is right. Until further info nothing actually straight up says Roger > Garp.

I can also frame an argument like that too.
There are always little nuances that matter
Otherwise someone can come up with Shiki = Roger as well
Sengoku = Roger as well
It is best to go with Lore and Hype rather than running in circles
