I've never said anything as basic as calling a character someone's "Garp" because "Garp" isn't a title.
That's not how parallels work.
Like an adult, I say "Smoker and Koby both parallel Garp-" but in different ways; one such way being the mirrored dynamic of Smoker and Luffy to Roger and Garp, and then I say why.
I've also never called Luffy and Smoker "rivals," but they kinda are to a point; and even then that's not the thrust of the dynamic mirroring G/R's.
What's fundamentally stupid is the way you dismiss or can't even see the individual similarities between Garp and Smoker and the way you force nonexistent one's onto Koby and Koby/Luffy, while actually believing Oda will make your headcanon a reality 1000+ chapter's into the story.
And on the clout.
Smoker has enough clout for Sengoku to grant him helming the main aggressive marine force in the NW, that Zephyr came from and was considered the most valuable place for a mole by Doflamingo; he has enough clout for his name to have reached Crocodile pre-timeskip, to have been considered meddlesome/a threat by Vergo/Caeser, to be feared by NW pirates and be called "impressive" by the broker, amongst things.
Literally has two epithets and you say he isn't known/has non-existent clout.
Then you got and say he isn't Marine HQ when it's kinda implicit given where he was trained and his position in the ranks, that once again you refuse to admit isn't as high as could be based on rubbing against authority.
But look here:
An elite of the navy as asked for; only now he isn't Marine HQ; similarly to Vergo.
Because he's G-5; an incredibly important position/military force in the NW but you can't see it as I already listed some of what makes it so and it didn't seem to sink in.
And ah- sorry; while Koby was rescuing a princess (who we later saw screaming about torturing citizens) Smoker was taking giant children to meet with the most mysterious man next to Imu in Vegapunk; carrying the plot thread of gigantification and probably having closer ties to him than whatever that hell your super suit obsession is.
And i'm sorry; what negative am I supposed to see negatively in Smoker showing humility and or acknowledging his character flaw of pride????
In him and his struggle (as well as Tashigi's) influencing an admiral (with much less attachment to the Navy as apart of his identity)?
I LOVE that line and every time I see people like you trot it out i'm mystified at the level of basic being displayed, especially from a supposed "fan" of Koby who's entire existence is counter-to most of what you say.
Oh and btw; Smoker already had his (first) defiant triumph at Alabasta's end and lol at you using Garp as the measure for moral conviction.
None of what you wrote is an actual argument against any of the parallel(s) existing.
