Doflamingo's entire kit is centered around stalling so he's literally the perfect opponent for Dressrosa G4, however Doflamingo's AP is seriously just pathetic, his strongest awakening attack did zero damage to Dressrosa Boundman whereas a no name cut from Cracker almost cut Luffy's arm off.
Mmm his style aint stalling, not even comparable to Cracker. Doffy was beating Luffy in less time and much better than Katakuri. Oda decide to offpanel the fight and concentrated in the plot.
The state of Luffy after Gear 4th, proves that Doflamingo's AP aint weak and it is much better than Katakuri's. And that was without haki. I am talking about his awakening.
GK destroyed his internal limbs, he did a first aid with his own power. Also he was using birdcage, it's not an automatic technique that works without doffy. Exactly like Kaido who lifted Onigashima while fighting. Both useless moves but still a way for Oda to nerf them.
We can't also deny that doffy wasn't out after one round. Without the help, he would have killed Luffy.
You said luffy took lots of time to beat him ... yes but that's luffy's style : wasting time/playing/fighting style which requires many moves.
But one thing is sure doffy had 0 answer against g4 but luffy's haki limit is the issue during DR.

Yeah, Doffy used awakening and had the upper hand while nerfed.
Fresh Doffy is still one shotted by KKG and he can't damage G4.

It was never stated that birdcage and lifting Onigashima nerfs them. This is the same saying Sugar was nerfed by transforming too much toys or Aokiji by using Ice Age on Tsunamis.
Luffy can easily won Doffy with one round. First he can one shot with KKG. Second he wasted time doing nothing while he thought he had finished Doffy.
Just like Kaido said Doffy is weak and Jack is not.
That is how Sugar'se ability works, she touches and you turn to a toy, the effects are permanents until she faints just as Aokijis ice, is ice until it melts..
While birdcage and lifting an island are controlled at the moment and their speed, power is directly linked the users will. So yeah, they are pretty much the same. Besides, Doffy directly stated that he can keep it for days, which means he has a limit for it. We can argue that it doesnt affect his performance, but his stamina aint infinate just as Cracker's with his DF.
They say Mingo was on the verge of death with his reflexes severely nerfed that's why.

This "on the verge of death" Mingo is nonexistent and contradicts what was said and what we've seen.

2.- Dodging Calvary canon? Still a nerfed Doffy, shows that Luffy hitting him was due letting his guard down and underrating Gear 4th.
3.- Doflamingo aint made of strings, not even Katakuri could reconstructe his fatal wounds and he indeed is made of Mochi. So you expect that from Doffy? He just did first aids... and he was adapting to Luffy, nothing related to negging his damage.
But that does means his lifting is connected to stamina no? He becomes weaker which affects lifting strength. It isn't a passive ability. That is my point
It is similar, both are willingly controlling that ability at the moment. And Doffy also said he could hold it for days... which means he made a statement that it wont last forever. As you mention, both arent passive.
C'mon Man, Aokiji did nothing more than a warning. If he actually went ALL out on doffy at the end of punk Hazard, dressrosa Arc wouldn't have happened.

I really can't see any scenario where doflamingo is weaker than king or Queen, doffy would be extremely useful as a YONKO COMMANDER had he not been arrogant af.
The only warning of Aokiji was "get off my friend", Doffy gave AF and tried to kill Smoker, failed. So it aint Aokiji gave a warning shot, Doffy gave him a free shot and Aokiji failed.
Kata vs Luffy was 30 minutes of fighting then luffy running and hiding outside of the mirror world basically every hour giving kata and him time to rest.
Luffy vs Doffy was Doffy going through a gauntlet of the country till luffy took the credit.
