In case you missed it, crocodile absorbed buggies crew into his organization because he owed crocodile a shitload of money and was scared of him. Crocodile asked Mihawk to join because it would be mutually beneficial. One of buggies retard subordinates made a flyer for the organization with buggies face in the middle so the idiots at navy hq wrongly assumed that buggy was in charge and called him the yonko. Crocodile was pissed but Mihawk didn't care because he didn't want the individual attention of being called a yonko, and thought it would be better to let the stupid clown take the heat. Regardless even if the navy is stupid enough to think buggy is the ringleader they still know mihawk is more of a threat so he still has the highest bounty in the organization.
